No, you don't need an account or anything. It sounds like there is a problem
with the tracker or the program that you're using. Easiest way to test this
is to try to download another torrent. You can find many here:
http://btjunkie.org/
Although this is probably not related to the error you are receiving, be
sure that your firewall (if you have one) is not blocking the ports that
your BitTorrent client is trying to use. Typically the port range is
6881-6999 for BitTorrent but the client may allow you to use a different
range.
