Not likely. But you power connections do degrade over time. Clean them
with a wire brush and see if that helps. Most likely your batteries are old
and having trouble keeping up. Google for a replacement.

Ah here, on the 11x17 (both sides!) "User's Manual": "When [battery charge
bar] LEDs are flashing, the battery can supply less than the "low battery
warning interval" time for the load". So what do you think, loose battery
terminal connection? The "low battery warning interval" got set to
something crazy like an hour? It alternated between flashing 100% and
steady 100%.
