Yes it is. You would want to connect the turntable to the phono inputs.
Those inputs (and only those inputs) are connected to a built-in preamp.
That will raise the level the proper level for output to the jacks marked
for output to the tape deck. So your connections would be:

Turntable -> Amp Phono input
Amp Tape out -> PC line in

Set your Amp to Phono, and it should pass through to the PC.
