I'd try one directly from the command-line using 'cdrecord' and see if
it reports any specific errors or problems. (It could be that somehow
your CDR has managed to get stuck permanently into "test burn" mode
where it does everything except actually write the data to the disc...)

cdrecord doesn't have the most intuitive command-line, but it should be
considered the 'ultimate' cd burning software - if all else fails and
cdrecord can't do it, then it either can't be done or it's broke.
