Root does not have access to your X session.
Try this:
dilbert:/home/david # ssh -X root@localhost
(assuming sshd allows root access);"PermitRootLogin yes" in sshd_config
password:
dilbert:/root # /tmp/netscape-installer/netscape-installer &
