Rsh is turned on in both boxes and the files are indentical.

I have rsh and rsh-server running on both boxes as well.

Look to see if you have a /etc/xinetd.d/rsh file. Edit the file and make
sure rsh is enabled.

man hosts.allow and hosts.deny for information on restricting/allowing
remote shell access.
