If you know your basic networking is OK I'd try either swapping the
network card or inserting it in another box to make sure it is not
on the way out. More likely your gatway or dns is overworked or
failing and not able to pull all the routes needed.

Some ISP can also have screwed up their traffic control and is
simply set to squashed some order of magnitudes to much.

An ftp server can easily be setup to do the same (keep enough
bandwidth available for certain people like staff or paying
customers).

Methodically try your gateway, your dns server and other gateways
(find them with traceroute) and look for common denominators while
reaching further and further out.
