I just read about someone who came up with a pretty good similar solution.
It did require very minor changes to mail servers but would have my
support. Does not affect client software which does not support it.

It was not a complete product but had a pretty good start. Maybe a search on
his name would reveal the data elsewhere. The nice thing is if you
implmented it on your mail server people could start adopting it as they
felt like. So if it was successful..
