Lets clear up a few things. Verizon has no tiers of service for
Residential service there speed is complete based on distance from your
Centeral office or a Remote Terminal.

1.5mbps down 384kbps is the current verizon base package. People pass
15,0000 feet get 768k/128k service.

Yes it true out of all ISP nation wide Verizon has the best news servers.

I would not worry about his modem dieing. That really is a none issue.
He ends up being pass his 1 year warranty and tech support tells he
needs to buy a new one. Just call the rentention depart say how much
you think they gave you a piece of shit modem blah blah blah.... They
will send you one just for shipping cost and sometimes just flat out free.
