Here's a hypothetical. THIS IS JUST SPECULATION.

Inside job. Badguy A is dropped off by badguy B driving a truck.
Both have cellphones. A gets inside, trips the alarm, probably
unavoidably, hides in a known secure inside place, waits for
the HCSO to respond and find nothing, and deem it an
unfounded. After HCSO departs, A calls B, advises the coast
is clear after having first disabled the alarm for further
activations. B returns from the donut shop or wherever
he was waiting. Load up and boogey out.
