The best way to answer this question is probably to check out HTPC
Linux Howto's and hardware recommendations for MythTV and Freevo. The
MythTV Users mailing list is also very active. Just something to keep
in mind, the cards that support both HD and non-HD signals don't
support both at the same time (different drivers are used), so if you
need to tune both HD and non-HD broadcasts you'll want more than one
card. The cards that do most of the heavy lifting themselves in
hardware are preferred to those that offload the work to the rest of
the system. If the PC is going to be near where you watch TV, you'll
want to keep the overall requirements fairly light so you can make a
better effort to reduce fan-noise, etc.

As for distros, since at this point you haven't decided, I'd recommend
looking first at those customized for MythTV installations until you
get a better sense of your needs, etc.
