This depends so heavily on anticipated loads that I don't think it would
be prudent to guess. If you anticipate light usage (say, under a couple
thousand hits per hour during peak usage) then a low-end Duron based
machine (1.3GhZ, 256M) should do amply. You could get away with even
older machines but I've found that the price difference is generally not
worth the savings.

I would recommend that you put the database on a separate machine behind
the firewall though.

If used machines are not out of the question, you could probably grab a
couple P3/400s from the local computer fair. Down here in Ft. Lauderdale
I've seen them for around $100 for the unit (CD, ~4G HD, 64M). These
will function great for light usage if you upgrade the memory.

I've been running an Athlon 650 w/384M as a web and smtp server. It gets
around 1,200 hits per hour and speed is never an issue. Most of the
pages are static with an occasional search page.

My home router/web server is running a Pentium 100 w/92M RAM. It serves
about 350 pages per hour without sweating (a page being defined as a GET
request).
