One method, given a serious power outage and not wanting to reboot
machines in a particular order after power is restored, would be to set
the timeout variable in grub/lilo to different amounts of time. Set a
short amount of time for the machine you want to boot first, and a
greater period for each machine that has to boot up afterward.
Somewhat of an Occam's razor approach.
